Russia is not deliberately, killing civilians. Where you have casualties on in the range of 10-15 most Russian strikes. It defies logic. What is happening is Patriot defense systems shooting down incoming Russian missiles and deflecting it, hitting apartments as a result. The actual targets are usually huge warehouses or even malls where the Ukrainians store their bombs, missiles, weapons in the vicinity of those apartments. A ploy of the Ukraine army thinking the Russians will not attack their weapons storage facilities. In contrast the drone and missile attacks of Ukraine directed at Russian civilians including children but, biased liberal media conveniently, does not report it. Russia suffers more civilian casualties of Ukraine drones and missiles but, they do not report it.
The Russians have openly stated they are targeting cities to harm civilians. It does not get much more straight-forward than this.
