Russia disclaims all knowledge and ownership of these ships. They are all flagged in other third-world nations which don't have strong militaries -- and basically don't care about these ships except for collecting flagging fees. The other reality is that nearly all of these ships are uninsured. Any maritime inspection would demonstrate with photographic evidence they are not fit for sea and need to be taken into custody.
Putin did not agree to a ceasefire -- "he is supportive of the idea" is not agreement but just Russian stalling. Putin simply countered with the Russian "peace" plan to take over all of eastern Ukraine and disarm the Ukraine military. Basically Putin said he would only accept a deal on this terms. Then went on further saying he would have to call Trump about any deal.

IMO this is a very important point:- As a victim of unprovoked aggression, Ukraine should never have been forced to lose any of its territory. The Ukrainian people fought and resisted with remarkable courage, and a spirit that visibly undermined and discredited Putin’s absurd claims that they yearned to be liberated from some Nazi regime in Kyiv. Any disputes with Russia or grievances among Russian-speaking Ukrainians should have been the subject of peaceful negotiations.
