Jamming GPS or Starlink is rather rudimentary. Something a first year college class could do. The only issue is a matter of scale over a locality -- not the technology of jamming itself.
Scaling is always considered as part of technology, it is not a separate thing. If your tech cant scale as well, then it is considered inferior.
GPS jamming has already been easily implemented and scaled for many years -- even by third world nations. Simply switching the jamming frequency band to the Starlink frequency band and turning it on is not very difficult. Even the Russians could figure this out.
