Israel primarily plans to provide air defense systems to fend off missile/drone attacks from Russia on it cities. These systems will certainly be very helpful but will not really add to offensive capability to take back Russian held territory. This being said -- Israel has some strong technology and expertise in missile defense systems after dealing with rockets from Hamas and Hezbollah constantly.

Israel may have just torched its relationship with Russia, promising to supply Ukraine with 'early-warning systems' https://www.yahoo.com/news/israel-may-just-torched-relationship-114223397.html?fr=sycsrp_catchall Israel has said it is 'working to provide Ukraine with early-warning systems.' It signals a major about-turn in Israeli foreign policy. The announcement comes as Russia hosts an intra-Palestinian delegation in Moscow this weekend. Israel's permanent representative to the United Nations, Gilad Erdan, said the Middle Eastern country was "working to provide Ukraine with early warning systems" in a speech on Wednesday. Such systems would help "save civilian lives from Russia's indiscriminate missile and drone attacks," Erdan said. A spokesperson for Israel's foreign ministry told Business Insider that the system was "not Iron Dome," Israel's most advanced air defense system. Rather, it would be an "alarm system" that would help "get people into shelters." It would likely be very similar to Israel's Tzeva Adom radar system, the spokesperson told BI. Israel's 'Code Red' Tzeva Adom, meaning "Code Red" in Hebrew, is an early-warning radar system. Originally installed by Israel Defense Forces in the towns surrounding the Gaza Strip in the late 1990s, the system now covers the whole of Israel. Upon detecting a rocket launch signature, the public broadcast warning system in nearby Israeli communities and military bases is automatically triggered. A prerecorded female voice announces "Tzeva Adom" four times. This broadcast cycle continues until no further launches are detected. The alerts have also been available via an app on iOS and Android devices since 2014. Israel is one of the world leaders in early-warning detection systems. Using the system in Ukraine will likely mean that Israel will need to send specialist soldiers to help Ukrainians integrate it. The Israeli spokesperson was unable to confirm when this would take place but said the system, and those like it, should give Ukrainians more time to move to secure facilities, such as civilian bunkers, which have already become commonplace in Ukraine. A blow to Israel-Russia relations For the past two years, Israel has walked a diplomatic tight-rope in the Russia-Ukraine war. During the initial invasion, Israel offered "more than 100 metric tons of humanitarian equipment," as Erdan said in his UN speech. A field hospital within Ukraine's border "treated over 7000 injured," and "hundreds of Ukrainian patients received the best possible care" in hospitals and rehabilitation centers across Israel. But Israel has consistently stopped short of sending military aid or joining Western sanctions in part because it didn't want to provoke Russia. Russia has long been a backer of Iran, Hezbollah, and President Bashir al-Assad in Syria. Meanwhile, Tehran has also been providing Russia with Iranian-made Shahed drones that ahve been used to bombard cities in Ukraine. While the move by Israel is unlikely to shift the tide of war for Ukraine dramatically, it nonetheless signals a major about-turn in Israeli foreign policy. Erdan referred to Ukraine as Israel's "allies" and "friends in need." Both countries are "fighting a battle for our survival," he said, adding that "the state of Israel has always and will continue to remain committed to Ukraine's sovereignty and territorial integrity." The Israeli announcement had not "come out of the blue," Amir Weitmann, the head of the libertarian caucus in Israel's ruling Likud Party, told BI. The announcement came as Russia hosts an intra-Palestinian meeting in Moscow this weekend. Representatives of Hamas and Islamic Jihad will be welcomed in the Russian capital to help the various Palestinian forces agree to unite politically, Russia's Deputy Foreign Minister, Mikhail Bogdanov, told state-run news agency TASS. There is no doubt that "Russia is heavily involved in what is happening in Israel," Weitmann said, referring to the continuing war in Gaza between Israel and Hamas that has killed tens of thousands of innocent Palestinians. However, it is not clear "at what level," he said. Currently, Israel has "no capacity" to provide weapons systems to other countries, especially if it were to enter a war with Hezbollah, which boasts a stockpile of up to 150,000 missiles and rockets. Nonetheless, this was "just the beginning" of Israel's commitment to Ukraine, the politician said. "Israel will take a more aggressive stance against Russia" from now on, he believed, adding that if the Ukraine war is not over by the time Israel has dealt with its local problem. "Israeli weapons would find their way to Ukraine." An interview of Weitmann on Russia's state-backed TV network Russia Today went viral late last year as he proclaimed that "Russia will pay the price" for "supporting the enemies of Israel." "We will make sure that Ukraine wins," he said then, on RT. Read the original article on Business Insider (Article has videos and other information)

Zelenskyy announced details of the plan on his social media accounts, after the two leaders met and held talks in Kharkiv, Ukraine's second-largest city and a frequent target for Russian attacks. "The document provides for 2 billion euros of military assistance from the Netherlands this year, as well as further defense assistance over the next 10 years," Zelenskyy said in the post. He also posted a copy of the agreement to his official presidential website. A shocking article from the independent Russian news outlet Verstka reported that Russian soldiers are subjected to brutal treatment in Ukraine, including being tied to trees for days, being forced to rape each other, and being thrown naked into dug pits. Over the course of three months, the outlet interviewed several Russian soldiers who described brutal conditions in which troops recruited from Russia's prisons bully and abuse mobilized soldiers while commanders remain stationed away from the front lines. "Our convicts have completely lost their heads," one soldier told Verstka, citing a lack of rotation on the front line and mounting fatalities as reasons for their anger. The outlet obtained a video that appeared to show four naked men being hit and verbally abused by military personnel and then made to enter a dug pit. In the video, a soldier shouts vulgar insults and commands at the naked victims, Verstka reported. Business Insider was unable to independently verify the claims made in the article. The soldier who shared the video with Verstka, Misha Maltsev, said that this form of unofficial punishment is often used on soldiers who drink or do drugs while on duty. He also claimed that the soldiers carrying out the abuse "make them have sex afterwards. They sit and watch it. Laughing, pissing on top of them. Like they're watching TV." Handcuffed to trees "It's hell here," another Russian soldier said. "They're killing each other. The Ukrainians are killing each other. The orders are stupid. Everyone understands that you can't succeed, but they send them to die anyway." Verstka also published a video that appears to show an unidentified soldier being tied to a tree. Another Russian soldier, Semyon Kiskorov, told the outlet that soldiers who refused to fight could be handcuffed or tied to trees for days and not allowed to eat or drink. Kiskorov said this happened to him and his brother in November after they refused to go on an assault mission. Maltsev told Verstka that wounded soldiers are stitched up and sent back to fight, and the bodies of dead soldiers are often left to rot around them. The outlet noted that after interviewing him, Maltsev and his entire unit were killed in December in the village of Krynky, on the east bank of the Dnipro River, where Ukraine has established a bridgehead. In a third video, two men appear to be beaten with sticks as machine guns are fired close to their heads. Groans, shouts, and screams can be heard. "That's it, please forgive me," howls one of those being abused. The Russian army has suffered heavy casualties throughout the war, with some analysts describing its use of "human wave" tactics, intended to overwhelm Ukrainian positions by sending in masses of soldiers on foot. These soldiers are often poorly trained or under-equipped, leading to a high number of fatalities. Last year, the Kremlin set up what it calls "Storm-Z" units. Some of the troops in this force are convicted criminals who go into combat in exchange for time off their sentences. Ukraine has said that Storm-Z soldiers demonstrate extremely low combat capability, according to a press release translated by Pravda. The soldiers in this group suffer from alcoholism, engage in looting, and are prone to desertion, the main intelligence directorate of the Ministry of Defense of Ukraine said.
