Putin's only hope to achieve substantial goals in the war is to mobilize russian society into a "holy" war. The current apathetic attitude of an average russian resulted in a lack of cannon fodder for the front lines. The meat grinder tactic appears to be the only viable tactic for the old dictator. In Sep 2022, putin organized a rally on the red square before announcing "partial mobilization." The mobilization was a complete failure. Even though they managed to grab enough people, the quality of the mobilized personnel and tremor waves over the communities made the russian elites question if it was worth it. The strike is symbolic; the target is the russian flag, president putin, and the sacred Kremlin. It's everything the average russian holds dear. Also, the attacks come before a potential counter-offensive in which putin can lose control over large amounts of Ukrainian territory. Also, consider that a blast on top of roof couldn't hurt putin, the amount of air defense systems around Kremlin is so dense that no UAV can get through. The strike is a russian false flag operation designed to call to patriotic feelings of an avarage russian male. Not to be confused with the other fuel depot strike in Sevastopol a couple days ago. This attack is something the Ruskies really need to worry about because it means that - once again- the Ukrainians have pierced the same air defense system that protects the bridge, or should protect it. The Ukrainians are probing the defense system there. They have some harpoon missiles and and don't want to use them until they understand everything about the defense system around the bridge. Of course, the Russians are just saying that it "caught fire" without giving the cause. Could be another smoking problem. Take home message: If you are a tourist do not park close to the bridge to take selfies. Not safe. Not surprising since this is nothing more than Putin's propaganda stunt to justify further attacking civilians in Ukraine and assassinating Ukraine's leadership... in order to rally the Russian population around a war that Russia is about to take major territorial losses in.
