Both Obama and Clinton have put out advertisements in a number of states specifically wooing Republican crossover voters. In New Hampshire it is not even necessary to be a state resident to vote in the Democrat primary. McCain also has appealed to Democrat crossover voters. Federal law allows for crossover voting if the states do not specifically make laws against it. Many states don't. So everybody just cool your jets...
