That won't happen. You don't get elected by allowing a small minority of people to do easily escape financial disaster when their moves out of the local currency only serve to undermine it and the security of their neighbors. Government controls the exchange of crypto for the local currency. They can mandate that all transactions happen in the local currency and any attempt to exchange the failing currency for another currency (or precious metal ETF) get blocked. That's easy to do today even without CBDCs. Yes, ideally I'd certainly prefer an independent currency outside the control of government, absolutely.
