Probably, but if you're that curious, you can find a decent proxy server that isn't trying to perform a MITM attack on you and check it out.
But if you use a proxy as spy adviced or a VPN out of EU... It'll work. I used my vpn set to Portugal and I saw the same page. I hate to admit it but at least for this one thing, Brexit is helping.

As of March 4, 2025, you cannot use Robinhood Legend to trade index futures on your desktop. Here's the current situation: Robinhood Legend is a new web-based desktop trading platform that was unveiled in October 2024. Futures trading is being launched as a separate feature, initially only available on the Robinhood mobile app. The futures trading feature will allow trading of various assets, including S&P 500 futures, oil, and Bitcoin. While Robinhood has announced plans to add futures trading support to Legend in the future, no specific date has been provided for this integration. Currently, futures trading and index options are only available on the Robinhood mobile app, with desktop support via Legend planned for a later, unspecified date. So, while Robinhood is expanding its offerings to include both a desktop platform (Legend) and futures trading, these features are not yet integrated. You'll need to use the mobile app for futures trading until Robinhood announces the availability of futures on the Legend desktop platform.
I'm surprised RobinHood survived after the whole GME fiasco a couple years back I don't think I would trust trading with them at all personally
