The first change would prohibit states from counting charitable giving by private organizations, such as churches and food banks, as “state” spending on welfare, a practice that has allowed legislatures to budget less for programs for low-income families while still claiming to meet federal minimums. ProPublica documented how Utah avoided more than $75 million in spending on public assistance over the past decade by taking credit for aid to the hungry and homeless provided by the Church of Jesus Christ of Latter-day Saints. (Many of the vulnerable Utahns we interviewed felt that in order to access desperately needed aid, they had to participate in Mormon religious rites they didn’t believe in.)

By banning this practice, the Biden administration’s plan would force Utah to stop taking credit for what the church does and instead spend more state money assisting people in poverty.

The new rules would also restrict states from spending TANF funds on child protective services investigations, foster care or any other programs that don’t meet the fundamental purposes of welfare: strengthening poor families and keeping them together. ProPublica found that in Arizona and elsewhere, money meant to help parents struggling to raise their children is instead used to investigate them for alleged child maltreatment — which often stems from the very financial circumstances that they needed help with in the first place.

Under the Biden plan, Arizona would likely have to find other ways of funding its aggressive child protective services investigations of poor parents and use welfare dollars to help families stay together rather than removing their kids into foster care.

The reforms would also redefine the term “needy” to refer only to families with incomes at or below 200% of the federal poverty line. Currently, some states spend TANF money on programs like college scholarships — or volleyball stadiums — that benefit more affluent people.

As ProPublica has reported, many of welfare’s failures originated with a 1996 law signed by then-President Bill Clinton. That legislation, which Biden supported at the time as a senator, gave states broad flexibility over how to spend their annual grant of federal dollars intended for the poor. In the decades since, legislatures, especially in the South and Southwest, have found ever more creative outlets for the funding, including diverting it to anti-abortion clinics or not spending it at all.

The Biden administration’s proposal would mandate that states provide concrete evidence, including social science research or real-world examples, showing that they are using their TANF spending in ways that truly help families in need.

What race buys the most fast food?
    black adults
Fast food consumption was higher among non-Hispanic black adults (42.4%) compared with non-Hispanic white (37.6%), non-Hispanic Asian (30.6%), and Hispanic (35.5%) adults (Figure 2). A higher percentage of non-Hispanic white adults consumed fast food compared with non-Hispanic Asian adults.

    CHINA Smog 'Airpocalypse'

China has had the worst pollution problem in the world for several decades and many have consistently worn face masks because of such for several decades.

The difference is the Pandemic (during/after)...face masks are mandatory even though most already wear face masks because of the pollution problem.

Unfortunately, face masks don't work too well in CHINA against pollution because their water and soil are polluted from the growing pollution problem too due to CHINA's growth-at-all-costs economic model.

    Google search shows...

Particulate matter concentrations in China far exceed WHO recommended levels, and they leave China with AQI values far above what the EPA considers satisfactory. According to AirNow, the city of Shenyang experienced an average PM2.5 concentration of 41 μg/m3 in 2020 – four times higher than the WHO guidelines recommend.

High levels of air pollution take a major toll on public health. A study by the Health Effects Institute found that unhealthy levels of PM2.5 led to roughly 1.42 million premature deaths in China in 2019. Household air pollution from burning solid fuels resulted in an additional 363,000 deaths that year.

    For several decades
, CHINA's population has had growing respiratory problems, increasing cancers, and increasing pre-mature baby deaths due to being the world's leader in coal consumption, the world's largest car market, and the world's biggest emitter of carbon dioxide.

Face mask wear will not solve CHINA's growing pollution problem...will not solve the current surge in mysterious respiratory illnesses in their children...mainly in the high pollution cities !!!

Exposure to ambient air pollutants is associated with an increased incidence of respiratory diseases such as pneumonia and asthma, especially in younger children.

    https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9908005/
Every year there are medical research studies into the growing cancers, respiratory diseases, and other illnesses in CHINA's population from the pollution problem for two decades now...every year.

The above link is just one out of hundreds. Simply, I'm scratching my head about why CHINA has now called the surge in pneumonia in their children a "mystery" when it's also surging in their elderly population, especially in low-income cities that burn lots of coal and in high air pollution cities.

CHINA is notorious for not admitting its growing air pollution as a direct link to the increasing health problems in it's population.

In Beijing concentrations of micro particles in the atmosphere have been found to be more than 10 times the safe level recommended by the WHO.

P.S. A friend of mine return back from visiting her relatives in CHINA. She noticed many children not wearing face masks or wearing what looks like just a custom-made cloth face mask in the heavily air-polluted cities...

This is the reason why I don't believe CHINA having mandatory face masks wear will not solve the air pollution problem or resolve the so-called mysterious respiratory illnesses in CHINA children.
