A justice system which is obviously broken and full of double standards for the elite. No, actually the core issue if you want to get at it is people breaking the law. In is a VERY rare instance where a completely innocent person is shot. Lesson one, don't break the law. Lesson two, if you insist on breaking the law don't resist arrest when caught. Really reduces the risk of getting shot and the thousands of incarcerated people can attest to.
