Relative Rotation Graph: Impossible without Bloomberg?

    I am reading this relatively new book called new frontiers in technical analysis and in chapter 2 there's a fascinating discussion about rotation graph that shows relative strength of different sectors;

    So Questions:

    A) Would Relative Rotation Graph be the holy grail of Relative strength investing or even porffolio management if you could plot all the stocks and their dynamic movements on one chart? (perhaps even having economic indicators (- underlying calculation would be different but visual format the same) ?

    B) Has anyone "hacked" this idea and applied it on excel with other free visualization softwares, instead of being foreced to subscript to bloomberg terminal? i.e excel data analysis plus dynamic visual software like gap finder as shown by TED talk by Hans Rosling?
