relationship between price and orders

  1. What are you trading and on what exchange?

    You might be watching at a particular exchange while most transactions happen on another.
    That's normally the issue, your data is incomplete.

    PEGY looks like its nasdaq
    Im trading on webull desktop i noticed this when using one second interval
    i noticed it on multiple tickers so far. So i dont think its a specific stock.

    What should i ask webull when i contact them about it?

    You don't need to say anything. Just show them the screenshot showing the discrepancy. Not only that, you really should file a complaint with your state and federal regulators, eg, SEC and FINRA (if what you say is 100% legit). Because if they intentionally provide you misleading prices (delayed or otherwise), they're no different from bucket shops that manipulate prices.
