It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.

What an awesome link! Gee, brings back memories of all those middle school takeover drills we used to do when I was in the service. Ahh, those were the days, stomping on little kids, that's why we all joined, you know. Here's an excerpt from the link:

Listeners have sent us dozens of local news reports from around the country where police in black uniforms and ski masks yell and scream while brutally manhandling children as young as twelve years of age in lockdown drills. In 2000, Ft. Worth Texas' "Police Officer of the Year" was killed at one of these drills.

Just sitting here writing this emergency press release, I remembered a story from 1999 where the US Marine Corps with elements of the Coast Guard took over Hobbs Middle School in Pensacola, Florida. The Marines terrified the children and told them, "the mock "takeover" of Hobbs Middle School was a way to illustrate what martial law is all about."

Don't believe everything you read on fringe web sites.

The executive orders that you listed were NOT signed by GWB. They are much too old - example, executive order 12933 was dated October 20, 1994, EO 13111 on 1/12/99, and EO 13174 on 10/27/00.

Bush's first EO was around 13200.

FYI - Executive Order 10990 is for the reestablishment of the Federal Safety Council was signed by Kennedy in 1962 and supercedes EO 10194 (which was signed in 1950).

You can search the archives for the details and dates of the other EOs cited.

RE-ESTABLISHING
THE FEDERAL SAFETY COUNCIL

     WHEREAS
section 33 (c) of the Federal Employees' Compensation Act, as
amended (5 U.S.C. 784), declared it to be the purpose of the
Congress to reduce the number of accidents and injuries among Government
officers and employees, encourage safe practices,
eliminate work hazards and health risks, and reduce compensable
injuries; and

     WHEREAS
section 35 of that Act, as amended (5 U.S.C. 785), further
disclosed the interest of the Congress in the promotion of safety
in Federal agencies and establishments; and

     WHEREAS
the Federal Employees' Compensation Act, as amended and as

organized safety promotion, and to keep such records of injuries
and accidents to persons covered by the Act, and to make such

     WHEREAS
the preponderance of accidents involving employees in the Federal
service occur in field operations, the heads of executive
departments and agencies, and through them, their supervisory
staffs, including regional and field staffs, must exert
leadership in the establishment of a sound accident prevention
program at both the national and regional level; and

     WHEREAS
representatives of Federal employees should share a similar
concern for the establishment of such programs; and

     WHEREAS
the President is authorized by the Act to establish by Executive
order a safety council composed of representatives of Government
departments and agencies to serve as an advisory body to the
Secretary of Labor in furtherance of the safety program carried
out by the Secretary pursuant to section 33 of the Act and to
undertake such other measures as he deems proper to prevent
injuries and accidents to persons covered by the Act:

     NOW,
THEREFORE, by virtue of the authority vested in me by section
33(c) of the Act and as President of the United States, it is
hereby ordered as follows:

     SECTION
1. Establishment of Council. There is hereby established
in the Department of Labor the Federal Safety Council,
hereinafter referred to as the Council. The Council shall be
composed of a Chairman, to be designated by the Secretary of
Labor, and one qualified representative of each of the several
executive departments and agencies and of the municipal
government of the District of Columbia (hereinafter referred to
as members). The heads of the departments and agencies and the
Board of Commissioners of the District of Columbia shall
designate the members representing them, respectively, and may
also designate suitable alternate members. The Secretary of Labor
may, as he deems appropriate, appoint representatives of national
or international unions, having Federal employees as members, to
serve as consultants to the various committees establilshed by
the Council. The Chairman, members, alternate members, and
consultants shall serve, as such, without compensation from the
United States. 

     SEC.
2. Purpose and functions of Council. The Council shall
serve in an advisory capacity to the Secretary of Labor in
matters relating to the safety of civilian employees of the
Federal government and the municipal government of the District
of Columbia and the furtherance of the safety program carried out
by the Secretary pursuant to section 33 of the Act. It shall
advise the Secretary of Labor with respect to the development and
maintenance of adequate and effective safety organizations and
programs in the several departments and agencies of the Federal
government and the municipal government of the District of
Columbia and with respect to criteria, standards, and procedures
designed to eliminate work hazards and health risks and to
prevent mjuries and accidents in Federal employment.

     SEC.
3. Council affiliates, committees, and officers. The
Council shall include as an integral part of its organizational
structure and operations such affiliates, hereafter established
by the Council or now existing, in such manner and to such extent
as it deems necessary properly and efficiently to perform its
functions. The Council shall establish such committees, and may
choose such officers (other than its chairman), as it finds
necessary for carrying out its functions.

     SEC.
4. Regulations. The Secretary of Labor shall prescribe
appropriate regulations governing the activities and functions of
the Council.

5. Administrative and budgetary arrangementse. The
Secretary of Labor shall make available necessary office space
and furnish the Council necessary equipment, supplies, and staff

Dec. 4âThe AFL-CIO called on the U.S. Justice Department and the state of Florida to launch separate independent investigations of what the federation calls the âmassive and unwarranted repression of constitutional rights and civil libertiesâ that took place in Miami Nov. 20â21 during the peaceful protests of the Free Trade Area of the Americas (FTAA).

More than 20,000 union members, along with environmental, faith, student and human rights allies, organized and participated in a legal and peaceful march in downtown Miami Nov. 20 to protest closed-door meetings of trade ministers discussing the next steps in creating the FTAA, a hemisphere-wide trade deal that will destroy family-supportive U.S. jobs.

But âour right to deliver this message in a peaceful environment was systematically thwarted by police in Miami,â AFL-CIO President John Sweeney said in letters to U.S. Attorney General John Ashcroft and Florida Gov. Jeb Bush (R).

The massive police presence in Miamiâwhich included 2,500 officers from some 40 jurisdictions clad in riot gear with batons and armored personnel carriersâwas financed in part by $8.5 million in anti-terror federal funds passed by Congress in its $87 billion appropriation bill to rebuild Iraq.

The Steelworkers also have called for a congressional investigation into what union President Leo Gerard called âa massive police stateâ during FTAA meetings.

âThe fundamental rights of thousands of Americans were blatantly violated, sometimes violently, by the Miami police, who systematically repressed our Constitutional right to free assembly with massive force, riot gear and armaments,â Gerard said in a Nov. 24 letter to congressional leaders. âThere can be no doubt that using massive armed force to deny us the right to publicly and peacefully confront [FTAA negotiators] put the full powers of the state in the service of the multinational corporations and financiers who singularly benefit from the expansion of so-called free trade.â

In his letters, Sweeney says police intimidated march participants by denying many access to buses and to the amphitheater where the rally was held, actions that directly violated agreements between the AFL-CIO and the police. Police turned away or diverted at least 13 of 25 buses packed with retirees headed for Bayfront Park Amphitheater prior to the march. AFL-CIO staff in Miami say when they inquired about police actions, police subjected them to verbal abuse, including profanities and sexual language, in some cases while pointing guns at them.

After the march ended, police, without provocation, advanced on groups of peaceful protestors, firing rubber bullets and pepper spray, Sweeney adds. A retiree sitting on a chair was sprayed directly in the face with pepper spray and an AFL-CIO staff member was hit with a rubber bullet. Police arrested retirees, union members and other peaceful protestors on false or trumped-up charges and with unnecessary violence, he says.

âThis abuse at the hands of the Miami police is an insult to all Americans who believe in the basic rights guaranteed by our Constitution,â Sweeney says. âIt disgraces our countryâs proud tradition of respect for civil liberties and peaceful political protest.â
