You're absolutely right, this school reopening thing is not working out. And it's not going to work out until the virus is truly contained. So a large number of parents are not going to be reopening the economy, either.
It has worked out in other countries when the effective infection rate in a community where the school is located is below 0.8 (R) and proper Contact Tracing and Testing was in place. In nearly all areas of the U.S. where schools are re-opening the R is above 1.0 --- this means that the school re-openings will not go well.
