Lets say a stock moves down by 40% in some kind of glitch does the cancellations affect all trades after 30%(SEC criteria for the KCG situation) to 40% or all trades from 0% down to 40%
Only the trades that are deemed to be erroneous are going to be busted. It may only cover a very brief period such as a few trades occurring during a few seconds. Not all trades.
