Id imagine the reason for this discrepancy is cops know nothing will happen to them the majority of the time if they miss and hit a bystander so they are much more indiscriminate with their shooting, where as most every day citizens know they are looking at big jail time if they screw up with their gun.

I have little doubt that is SOME of the reason. A inexcusable and deplorable double standard if you ask me. Though minimal gun training and practice are also a significant contributing factor.
