Public health guidelines are made by public health officials not the Governor with an executive order overriding what the legislation said. I am surprised you are not appaled at the governor use of an EO to override something the legislature that represents the people already acted on.

WRONG The current Virginia law states: Each Virginia school board is required to offer in-person instruction that adheres “to the maximum extent practicable” to COVID-19 mitigation guidelines from the federal Centers for Disease Control and Prevention. The CDC currently recommends universal masking by anyone 2 and older, regardless of vaccination status. That is the law in VA. Youngkin wants to circumvent the law and issue an Executive Order. I thought you cons liked following the law and the separation of powers. This is not about your personal opinions, this is about a Governor issuing an EO to override what the legislature has passed as law. If the new Governor does not like it then the legislature can change the law.
