  2. The Linksys Powerline devices I have don't have any circuit breaker reset button or fuse externally, and they have a label on them that says disassembly voids warranty, so if there's a fuse inside it's not meant to be replaced by the end user.

    The power strips/surge suppressors have circuit breakers, but sometimes these get damaged and instead of opening the circuit they wind up permanently shorting it, which trips the circuit breaker for the whole room. The breakers may be replaceable, but if it's a $10 power strip I'll just buy a new, better one. After the storm last year, I bought Tripp-Lite units, and they haven't failed yet.
