A good friend of mine, a well known economist as it turns out, is fond of saying, "we know what should be done, and we know how to do it, but we are unwilling to act." The actions you have outlined is what a majority of US citizens want, but instead our congress twiddle their thumbs endlessly while debating flag burning. What a Country!
