Los Angeles county refuses to issue despite federal and state law saying they must. They simply won't issue a CCW outside of law enforcement and nobody appears to be able to make them.
It's my understanding some counties here in GA are the same way. They simply take it upon themselves to ignore state law and the second amendment.
