You're pining for the days of economic misery, why? Reviving a dead economy will only create worse debt and general misery than supporting a faltering economy. Doing nothing is the absolute worst thing a country can do in rough economic waters.

Republicans spend through the roof but know that it is hurting the country in the long run if not corrected. Dems spend through the roof and want (and have) double or triple down because they think it is a good think and should be the goal. See if you can spot the difference. Also, there are so many democrats and they have so much power that republicans have to support all sorts of bloated shiite just to get something that might be needed. Not so the other way round. If dems wanted to go lower, lots of pubs are quite ready to go lower.
