I think he is trying to distinguish the current Turkey Prime Minister as an Islamist. Not as good as a moderate but not a terrorist either. Perry should just fold up his tent before the whole world knows he not too bright. Maybe its just that he doen't think on his feet very well.
True, the current PM is a bit iffy but Turkey certainly helped logistically in both Gulf Wars and has been traditionally secular. There is no hiding it, Perry just isn't bright.
