Unforntunately there is nothing in the IG's testimony nor in anything cited here to support this claim. The IG stated clearly that the form used for reporting malfeasance of public employees to the IG office were revised in August -- the specific date is not given -- and the new forms were up loaded to the IG's website in September. However this business of the specific form used to report a complaint is a red herring and not material to whether the IG acted according to the law. The IG according to the Intelligence Community Whistleblower Protection Act of 1998 is given sole discretion in deciding credibility of complaints according to whatever criteria they deem sufficient. Within a 14-day period, the IG must determine "whether the complaint or information appears credible," and upon finding the information to be credible, thereafter transfer the information to the head of the agency. The law then requires the Director of National Intelligence, or the relevant agency head, to forward , within seven days, the complaint to the congressional intelligence committees, along with any comments they wish to make about the complaint. The form used is not material, and is simply being used as a red herring to muddy the waters, and imply that the IG did something not permitted by law or unethical. There is no evidence of that.
