Obama was cited by an Inspector General for violating the War Powers Act by going into Libya unauthorized, and he was cited by an Inspector General of the Department of Defense for the Taliban Dream Team swap where there is a congressionally enacted mandate that congress consulted etc, etc. And for the last couple weeks we have been treated to scary "I gotcha" talk because the GAO raised concerns or objected to the alleged withholding of aid to the Ukraine.
