Who benefits from this is the ultra-wealthy who have merely initiated this as the first inroad to excluding the general public from the markets altogether. Take away the little guy's right to participate, it goes without notice. Anyone who complains is accused of whining like a baby. Having taken that first step with impunity, makes it easy to take another, and then another. Until finally everyone but the super-rich wakes up one day to find they've all been shut out of the market. And of course, then it's too late.
