Because the "license requirement" is set by the EXCHANGE. If I owned an exchange called The Mav Exchange (TME), I get to determine what is required for joining my exchange. The SEC can't tell a private organization what the requirements are. I might require you to fill out a U-4, get fingerprinted, and pay a fee possibly. That's it. That's my call. So no one is "not getting away" with anything. The license is not an SEC requirement....PERIOD.

Maverick anyone can register with the NYS-NAZ-AME? we just have to make sure our firm is registered with them? as far as you know,its only some paperwork that the trader fills out.....
Well, not anyone. They do a criminal background check. You get fingerprinted. Fill out a U-4, etc. All the exchanges have their own requirements, you need to check with each one.
obviosly a prerequisite is that you join a member firm first. you just cannot become a memeber by yourself? does it cost money?
