The figure in 2003 represents the lowest annual total of international terrorist attacks since 1969."
Obviously, we don't want to read too much into any one individual data point, however that does seem encouraging. Even if ultimately accurate, liberal claims of Iraq as the best possible Al Qaeda recruitment tool don't appear to have increased terrorist activity yet.
