Friendly with US but for some reason let themselves become a haven for every criminal who fled his country lol. A couple of dictators from Haiti and Central America have famously fled with funds and lived an open and good life in Panama. Let me be clear, from what I read, extradition on murder I believe is possible but not on white collar crimes. Let me verify that. EDIT: I found references to extradition treaties and crimes such as murder and actual robbery but cannot verify if white collars crimes are now included since a new treaty was signed with Panama in 2004. I think embezzlers and other white collar criminals are still out of reach in panama unless I can find a reference somewhere.
