Ownership of oil

  1. Who actually owns the oil in Iraq? Is it owned by private companies or citizens who own the land, like oil wells here in the States, or is it owned by the "government" of Iraq.

    If owned by the "government" and the "government" changes hands, does the new "government" own the oil?

    During a transitional period, in which there is a transitional government with General Franks as the leader, does the US own the oil? Or is it held in an escrow account for the next Iraqi government? Will the land be sold to private industry? Who will set the price of the oil?

    Just wondering.
