  1. How does it force fiscal accountability upon Congress?

    How would it prevent the President to allow pork to stay which he agrees with, or has been bribed to overlook?

    So, would you support requiring Congress to abide by the Constitution’s apportioned tax among the states which our Founding Fathers intended to be used to extinguish deficits?

    Probably not. I remember reading an interesting article about government fiscal policy and the economy. It made a good case that the ideal level of government debt, while certainly lower than we have today, is not necessarily zero. Sadly I can't remember where I saw it, but it was a good read. Anyway, I don't see how letting politicians in Washington spend money they don't have to raise themselves, either through taxes or debt issuance, solves anything.
