    Are citizens armed by government functionaries still considered citizens by war crimes courts?
    If government armed citizens fire on "official troops" who then return fire and neutralize or kill the armed and firing "citizen" is that a war crime against the "official troops"?

    Why not supply your opinion with a simple yes or no?

    No. Official term is militia. It is a additionall unit, next to a regular army, made of volunteers/reservists.
