Official "Process Improvment guide" from gov DOE

I have already mentioned many times Deming's PDCA cycle (Plan-Do-Check-Act attributed to Deming-Shewart the father and the son of industrial quality process) this is a link with concrete procedures from DOE (Defense department - military has even classified statistical quality process as secret defense up to the 1950 :D ) :

  2. Now you can finish up this consideration and move away from industry and the military and begin to focus on "markets". You might want to consider markets from a money manufacturing viewpoint but that would be a poor choice as well.

    The output of industry is profits that are dependant on blah blah.... Profits from markets do not come about in the same context. They come from agreements of participants. This is not a paradigm that Demming has any experience with.
