Car insurance is state by state. The constitutional issue is that it is not a right guaranteed to the federal government nor is it covered by the commerce clause because the willing purchase of a good is the prerequisite to those laws. Thus its unconstitutional. A state can do a lot of things the federal government can't.
Or if Obama levied a new tax on 40's and pork rinds, Sharpton, Jackson, and the usual cast of clowns would be up in arms.
For the record....sunscreen can be attributed to skin cancer. I doubt it but if any of you know something about organic chemistry the benzo rings in sunscreen shoot off free electrons in the presence of UV radiation, causing damage to skin cells. UV radiation is important for things like: vitamin D formation (bone mineralization, protection against many other forms of cancer), proper neurotransmitter balance. We didn't evolve inside under flouroescent lighting. Most depression can be eliminated by daily exposure to bright sunlight. But...since nobody can sell sunlight, the FDA cannot regulate it and physicians cannot prescribe it. Ever feel shitty in the winter or crappy when you work indoors all day long, and all of the sudden feel relaxed and happy when you go outside? It's a simple test. The medical community wants you to cover up and wear sunscreen, which is actually a prescription for lower moods and more cancer. Anyway, food for thought. If anyone wants to confirm this just do some research. If you disagree fine, but at least do your own research.
Are you saying that skin cancer can be attributed to sun screen? If so, I'd like to see some sort of authoritative reference. (No internet quackery please). There is no doubt that skin damage from UV exposure dramatically increases the risk of skin cancer and sun screens have been shown to reduce the risk significantly. If you had ever seen a family member die from melanoma, you would probably be less prone to making these sort of claims. It is a terrible disease.
These tax and big brother scum are only going to get worse. You know what they're proposing here in the UK? That smoking will be against the law in your own car! Yes, that's right, you won't be allowed to smoke even if you are the only one that uses your car and you never have anyone else in it.

Here's the plan: "Show me the man and I'll show you the crime". I think the plan is to make criminals out of everyone. Everyone is guilty of something. Everyone take a drug test. A psych test. DNA, fingerprint, and on and on. I can break three laws in 5 minutes on my way to work. Smoke in the car, talk on the cell phone and not wear a seat belt.
