It seems possible that the military is just trying to improve their urban operations since that is what kind of fighting we're encountering lately.
Clearly, it's a dilemma. Several of our cities appear to be on the verge of complete breakdown. If they experienced a natural disaster or serious terrorist incident, all order might break down. The local police are not able to maintain order during normal times, so some outside force would be required. That said, who would trust this administration or even worse, Hillary Clinton, with a large domestic security force answerable only to El Presidente?
