  7. False. Here in the Heartland, it is Crimson amongst these rural towns. And their graduation rates are abysmal. Graduating High School is such a big deal that these towns shut down to congratulate the ones who make it all the way through, most, do not.

    Headcount alone is a, "all I have is a hammer" way of evaluating government size. Based on nothing but my own experience, I would hypothesize that headcount is up because government activity in the safety-net divisions is up. I do know that DHS has been growing. Food safety enforcement, too.
