I agree with you in this. I find it scary to see this stuff being stockpiled because sooner or later they will find an excuse to use it. There are laws against the Army conducting domestic operations. Why don't they apply here? They will justify it by saying they have to be prepared to deal with terrorists who set off bombs, etc. Isn't that a function the National Guard can serve? They are under each state's governor's control, at least until they care called into federal service.
