no need to mince words when something is that obvious. basic statistics would say that the probability of understating a number 24 times in 25 is rather impossible unless intentional.
revising down what quarterlies? you mean they were overstating unemployment? wouldn't that imply that the original release was not to bush's advantage? back up your stats, please. show me links or sources.
