It seems that more and more they find loopholes, if im reading this right this SOC order gives you the option of not having to go thorugh all the other ecns and exchanges if you want to get filled at the NYSE http://www.nyse.com/pdfs/CMS42.60M.F.Notification_dis.pdf
I read it different. I read it that if execution of any part of an SOC order would violate NMS-protected quotes displayed by other market centers, then that part of the order would not execute and would be immediately cancelled. SOC orders execute only to the extent permitted by Regulation NMS.
