Can NYSE Direct trade through superior quotes at other exchanges?

e.g. ARCA is 10.00 bid.. can sell on NYSE Direct at 9.99?

Is the a de-minimis rule as to how much you can trade through the regionals on the NYSE Direct?

 

No. It's electronic. The specialist has no control if you want a bad fill. You wanted electronic fills, you got them. He can't turn the NYSE+ off because of a locked or crossed market of another exchange. Remember, it's his market not the other way around.
