Is there no reduced margins for interexchange spreads between NYMEX and ICE( CL and brent for example )?

I see no information on websites.

  2. why would you want to trade CL vs BC inter-exchange, when you can trade WTI and BC on both exchanges. Nymex and ICE quote both markets. I believe ICE also quote a WTI/BC spread differential market also.

Crude and Brent was jsut an example... There's a difference of liquidity for some products between the two exchanges.

But you're right, for this spread, I may only trade at ICE. Where do you find ICE intercommodity credits? There website is not really user friendly.
