Fukushima is releasing radioactive particles into the environment every day to this day. They never contained the damn thing like the Soviets did with Chernobyl. There is a big difference between radiation exposure and ingesting radioactive fallout. The fallout is carried by the jet stream and cleaned from the atmosphere when it rains. That means it ends up in the air, water and food wherever the northern jet stream goes. If you don't believe me do some googling or buy yourself a Geiger counter and see for yourself.
