That's a good point. A drawn out affair with hundreds of thousands dead and nothing accomplished, and yet the powers that be still thought it worth fighting. Would the next power, the tyrant, be similarly willing? I think they might. So a case can still be argued that the citizenry should be free to own tank busting armaments, if it is reasonable to predict tanks might be used against them. : )
