I would compare those if they were able to but look where mask mandates were put up where the people said fuck it in public but had to wear them in stores, restaurants, supermarkets..... if they simply ignored the mandate out in public spaces but wore them inside then they really did not flaunt the mandate.

Viruses need to run their course either through natural herd immunity, which we are in now, and/or man-made herd immunity.
