That isn't quite the way it is explained on wiki.

The maximum determinate penalty is 21 years imprisonment, but only a small percentage of prisoners serve more than 14 years. Prisoners will typically get unsupervised parole for weekends etc. after serving ¨÷ of their sentence (a maximum of 7 years) and can receive early release after serving ¨ø of their sentence (a maximum of 14 years).

The maximum indeterminate penalty, called "containment" (Norwegian: forvaring), is also set at 21 years imprisonment, and the prisoner is required to serve at least 10 years before becoming eligible for parole. "Containment" is used when the prisoner is deemed a danger to society and there is a great chance of committing violent crimes in the future. If the prisoner is still considered dangerous after serving the original sentence, the prisoner can receive up to five years additional containment.

If the additional time is served, and the offender is still considered dangerous, a prisoner can continue to receive up to five years additional containment, and this, in theory, could result in actual life imprisonment. [1] However, the offender can be paroled or released at any time if it is determined that the offender is no longer a danger to society.

  2. 21 years for mass murder....This is what happens when atheism takes over your country. (Norway is the 4th largest atheist country in the world)

    Didn't know that.

I do know that they were traitorous in WWII and the term "Quisling" refers to their leader at that time. Norway is also very anti-semitic.

    Leftist, atheist, anti-semitic, pro-Islam.

Does Norway have a single positive attribute?

Sure! You can kill dozens and only serve 21 years, maybe even less.
If I was going to be a serial killer Norway would probably be my first choice.

  6. Quisling refers to the man that conspired against the Norwegian government (and people). Norway was part of the Allies.

Your lack of knowledge makes even the most exaggerated parodies of American ignorance look bleak. That is actually impressive.

Atheist might be its single positive attribute. The killer is theist.

Why do people chose to be so ignorant?

It has been stated several times that 21 years (forvaring) is the maximum sentence one can receive. If the prisoner is not seen fit to return to society, additional years (5) of incarceration can be sentenced. This process can be repeated for as many times as necessary, which means the prisoner can remain in jail for the rest of his/her life.

Please see Chapter 7 (§43) of the Norwegian Penal Code.

  9. Their finances are much better shape than the US and they have lower crime rates. Norway seems to be one of those places where everyone gets their cake and eats it, high taxes but accompanied by very high standards of living. I used to work for a Norwegian company and they paid good money, looked after you and still made whopping profits.

You are aware, of course, that Norway does not have separation of church and state. It is, in fact, a Christian nation by law. Personally, I find that to be a negative attribute, though.

Although the cowardly behavior of the leaders of that time allowed Norway to be occupied, the term "traitorous" is not correct to use. The Swedes were "neutral", Norway was under German occupation from April 9, 1940. Vidkun Quisling did not take power until after the Germans had arrived, and did so with their help. The term "Quisling" is synonymous with traitor.
