The Norwegian police is too underfunded, undertrained (it seems) and understaffed to sufficiently handle such a scenario. Norway is a soft target for terrorism, that goes without saying. But it is important to remember that a large explosion went off just before the shooting (30 minutes outside the city, on the opposite side) started. All available personnel were subsequently at that location, which had an effect on the ability to handle the situation at Utoya.
