Not true. Uptick rule applies to everybody. Even though you are goldman with 20 billion of capital, you still need to wait for an uptick to short.
you can short without an uptick a bunch of stocks that are under one of the pilot regulation programs, intel is one of them. a nasdaq list is available at: http://www.nasdaqtrader.com/aspx/regshopilotlist.aspx the nyse has a similar list.
