Imagine someone were to request that "F**k God, the USA, and Apple Pie!" be inscribed. Should it be inscribed? Is there a clear distinction between the realms of the personal and the public, especially where a medium like a flag is concerned? The flag in question will always have a special association with the Capitol (that's why the boy bought it) and so the Capitol has an ongoing interest in that flag and therefore a right to input re the inscription content.
