Cops and DA's are too braindead to comprehend that distinction. In their world, the letter of the Law is followed pedantically and the entire Spirit or intent is completely disregarded. Discretion is no longer part of their vocabulary. This is evidenced by the weekly tazing of wheel-chair stricken seniors, or 5th Graders who "threaten" officer safety. How exactly? By not responding immediately to an officers verbal commands. Of course, the fact that many children and invalids are incapable of comprehending or complying with such orders IS IRRELEVANT!!! Forget the Force Continuum!!! They're in need of a VICIOUS TAZING!! LOL Seriously, most Cops are idiots.
