Obama went to Europe hoping to accomplish two critical missions. He wanted the EU to grant additional stimulus and for Europe to place more troops in Afghanistan. Obama struck out on both. Sarkozy and Merkel said "no can do" but Sarkozy said "hey you can still come over and eat!" So Obama went to France and everyone loved his company. The Headlines in the States: Because of Obama, America Finally Is Loved By Europe Again. In Europe the stories were generally along the lines of, "Obama was exceedingly graceful after we rejected his policies of bigger deficits and more war."
France is a nuclear power with a UN veto, enough said. Just because they have enough brains to not engage in "liberating" missions around the world does not make them weak. Don't fall into the trap of thinking French are weak because they got rolled by the Germans in WWII. US army would have been rolled as well if it were in a similar position in 1940.
