newbie in investment

    Hi

    Which broker should I use if
    - i am a newbie
    - I want an API Access, coz i know programming
    - no monthly fee
    - allow international accounts (I am not from the US)

    IB seems very good, but i do not trade so frequently and do not want to pay a month fee.
